What's Really Controlling The Project Speed

As we know, there are theories about how to manage the project progress properly, in a rational way or something similar. Any way, the theories are telling us to do the project management by rules, by procedures so that the project speed is under control.
However, does this really work efficiently? does this really facilitate the project? For example, a carpenter needs to use a power saw, which is in the warehouse of the camp. Only when he’s got a form of paper signed by his manager or foreman can he take this power saw from the storekeeper, and he’s got to sign pieces of papers, including something like safety reports or analysis. After all of this, hrs have been passed through.
What a big loss of time.
Actually, the key is the workforce. All need to be following the natural rules and CARE FOR THEMSELVES. If the carpenter follow the rule of returning the stuff after finishing works because it belongs not to himself but to the camp company, and he knows exactly the safety points behind and do strictly in accordance, these complex steps can be cancelled but the things are still going on well: The carpenter has got the job finished and the power saw has got returned.
This is the simplification for everybody!
